In regards to rules, I personally believe that if you're going to rp with someone else it is proper etiquette to read their character's bio first.
In addition, while it shouldn't have to be said, People should play their CHARACTER. All too often I see people create a character with a specific personality and alignment. But then they play their character completely different from the way their character was described.
Also it might be helpful later on to have a separate section for accepted bio's and pending bios. And probably later even a section for active characters and dead characters.

And for the Character suggestion, I think when people start playing their character, they tend to be indecisive, or maybe, even unsure, but as they grow with their character, they do a character development but forget to change their bio, or update it. I will actually have a Suggestions page, and/or Help RPing Tips, that all members of the board are welcome to participate it.
